Letting healthcare be a provincial responsibility was a mistake; it really infringes with freedom of movement
This isn’t something new though. Even people vacationing in other provinces have been turned away due to payment complexities and the system is supposed to cover those
Can’t fix it now though. Would require opening the constitution and provinces would scream bloody murder. It would require a benevolent dictatorship to make the change and that is almost certainly worse on so many other fronts.
The bright side is that if it were possible to change then we probably wouldn’t have it at all
