Could be from a different Muslim group, as the Uighur’s aren’t the only ones. Might not be Chinese, could have converted in a predominantly Arabic mosque, or is using islam as a cover.
There are other options most likely, but people who make terroristic threats often try to hide who they are.
That would as far as I know be the first case of Uighur terrorism in the west. It also strains credulity that one would speak Arabic.
