This was Nordstream 1 that got sabotaged, whereas Biden was referring to Nordstream 2. And Biden was referring to putting pressure on contractors that would be necessary to construct the pipe.
It’s both pipelines that got sabotaged, and US is the only country with a clear motive to do that as well as history of such sabotage.
