They’ve already been told how they are going to have to vote. If they speak they might accidentally show they don’t understand what they are voting for/against. If they have to answer why they are voting the way they are, they might have to defend their words or choices I guess.

I agree, it’s annoying, but in this case he probably can’t do much more than laugh. He can’t force them to speak, and if he does anything that breaks their rules for decorum he can almost certainly be removed, and then he can’t do anything. He should make a bigger deal out of the committee though.
