More lanes means more cars. Increase in cars always exceeds added capacity contributed by lanes.
Commutes will be minutes longer, not seconds shorter.
Buses, bikes, and walking reduce congestion. No need to suggest that the expectations of these legislators are in any way valid. That is like agreeing "for the sake of argument’ that increasing tariffs will reduce inflation.
