There’s no such thing as liking the cold. That’s just a marketing ploy by cities in cold places to drive tourism. People who are cold are cold because they can’t afford warm clothes or heating, or because they have to be out of the house on errands. They’re not in the cold because they like it, that doesn’t exist.
