What I can say: The extended warranty thing relates to robocalls trying to get one to buy some kind of (probably scam) extended vehicle warranty. “Virginia is for Lovers” - slogan of Virginia (US State) and I think found on license plates. This might be related to Ohio and North Carolina battling over whom was “First in Flight” (Wright Brothers), but probably not.
