They gotta go through NATO waters to get out of the Baltic and Black Seas. Supplying a large Navy in Vladivostok means shipping stuff all the way across Siberia.

It’s always been a bit of a strategic concern for Russia. Probably not a huge problem really, but it does have an effect on their capability to project power.
