It’s someone that doesn’t know what utility bills are…

Like, I don’t think any country has free potable water. But the bill is so small it’s not something a parent wouldn’t complain about.

So they just assume that it’s free

  Norway has free water for everyone. Completely free, no questions asked. Private households don’t even have water meters.
