You see that combination in Fritzi Ritz and other period pieces. The louts he deals with are always dressed in “new” fashion. You see tweed, seersucker and that kind of thing.
The clothing is very much a clue that True is staunch supporter of the old ways and mores battling against social decay. Today’s strip for example, one doesn’t disparage a lady’s character.

Yeah. A lot of them are just straight up consideration of other people. “Keep your feet off the seats” or “move your packages” kind of thing.
