It’s weird, Ontario does the same thing with our health card renewals (I think it’s opt in still though). But the article is claiming most of the new volunteers are from Ontario? I guess taxes come around more often than health card renewals do, but the jump seems odd.

Oh I agree that this is weird. And I’m not looking forward to the conspiracies that are going to come from this.
Also, if you change your mind between card renewals, you could contact your health authority and have it changed.
