I can’t figure this one out.
There was an old trend of trick divers jumping from incredible heights into incredibly small pools. Cartoons would reference this with scenes of divers making trick jumps into things like buckets and cups of water. This is further playing off of that meme.

I think he’s jumping into the crowd. If we have to add our own byline… “Trump coming to save his people.”
You can project your own interpetation of it, but his comic was published in 1980
I think he’s supposed to be diving into the bucket, and someone thinks the bucket was left out and is putting it away
