No, smoking cocaine (aka cocaine hydrochloride) does not do much unless you first chemically “free the base” (aka crack cocaine).
Depending on the dose it could still do some stuff. Just like sniffing freebase cocaine can also give a tiny bit of effect.
Not that one should be doing that.
