This is literally the battle cry of the Three Percenters.
They argue it only took three percent of the population to kick off revolution.
That may not be true, but it doesn’t make the unhinged, organized minority any less dangerous.
Plus, just because a group isn’t for the violence doesn’t mean they won’t do it in what they perceive as “self defense”. People believing there is a high amount of partisan violence supported by the other wise can still be a powder keg
The small group that do want it can easily set off a chain reaction because people who are afraid do not think straight
