    Definitely. This seems like something that ought to be firmly in the purview of the municipality. The provincial ministry stepping in to stop it seems a bit heavy handed to me.

      Seems to me there’s an easy fix, too: change it from solid red to flashing red, and switch to green when traffic is under the limit.

      Flashing red means stop and then proceed when safe to do so.

      In most situations, it’d turn green before anyone got to it, but if the speed sensor failed, you’d get a proper stop and proceed signal.
