In that case, I can 100% recommend the Arkel shopper bags (EDIT: The shopper panniers! They also have regular shopping bags, but they are for carrying, not mounting to a bike). They are amazing for grocery hauls.
The Kargo panniers are a great entry into the world of panniers, and Arkel just came out with a revamped model just the other week. They are refreshing their entire line, it seems. I’m waiting for their pannier backpack to be modernized, sometime next year =)
