What I am saying is that he may actually be one, but he pushes social democrat politics as progressive steps towards democratic socialism. Also probably by electoralism, to avoid scaring some voters.

It looks like in his younger days he was more vocally socialist and pushed harder for more immediately and obviously socialist ideas but tempered that at some point, likely to make himself more appealing to win elections. Some people claim he is not a real socialist regardless because he is reformist.
