But this will impact the economy as a whole, with financial capital most likely in the best position to gain (by potentially buying up assets from other sectors for cheap when they fail).

While the measures are targeted at the right locations, everyone will be affected. Poultry in the unaffected areas will still be as expensive as in the targeted locations. Car prices will go up nationally. Lumber will go up everywhere.
