That is an insane amount of arsonists. There’s either cultural factors at play that I don’t understand or they’re just arresting whomever they can to look like they’re doing something about the fires.
Generally most wildfires are accidently caused by people but being able to track down and arrest them is a little unusual. It doesn’t sound like something that would be reasonable to track accurately.

Could be a group of people trying to stoke (no pun intended) instability in the country.
Political enemies? Random homeless to get rid of and say “we did it?”
I’ve been carded while (somewhat illegally) camping on a beach in Greece. From what I understand they then have someone to blame if there’s a fire.
