Why people must choose at all cost? Dual booting is way too easy to set. Also, use Linux for what it works best, resurrecting old hardware. I keep windows 10 on my desk and Linux (fedora) on my super old laptops and it just works great.
An $80 smart phone is more capable and portable.
But not free, also small screen.
Until you need to do well, anything that requires some power. Then the phone just fails miserably.
