If they could work on having it available on degoogled phones id be happier
That’s exactly what the GSMA is saying. Universal interoperability means not having to use Google’s encryption method, therefore iPhones and all other phones including customized Roms should work.
Now, they could absolutely get in the way of this, but I would hope that they would think it’s not worth the effort.
Even better, just give up on the shitty protocol that’s 20 years behind existing protocols

The governing GSMA body says the “next major milestone is for the RCS Universal Profile to add important user protections such as interoperable end-to-end encryption.”
“This will be the first deployment of standardized, interoperable messaging encryption between different computing platforms, addressing significant technical challenges such as key federation and cryptographically-enforced group membership. Additionally, users will benefit from stronger protections from scam, fraud, and other security threats.” — GSMA
Google added today that it’s “working with the broader ecosystem to bring cross-platform E2EE to RCS chats as soon as possible.” The Google Messages app on Android today offers its own E2E encryption for RCS 1:1 and group conversations that does not extend to iPhone chats.

We believe that E2EE is a critical component of secure messaging, and we have been working with the broader ecosystem to bring cross-platform E2EE to RCS chats as soon as possible. I tried to RCS with my brother today (iPhone user). I told him to set it up properly and… It didn’t work. SMS are still sent.
Maybe your carrier hasn’t enabled it yet?
Mine sure has it enabled. Been using RCS for years. Will lookup my brother’s, but I thought we were already past that phase
