      It’s part of the reason but the central issue is far more serious – the value of TP sheet exceeded the price of original bill 😳. Clearly it’s a measure to combat inflation and unauthorized money printing. After the policy, common folk have to resort to sawing bills together just to scrap by

      That’s not a problem as the toilet paper bill would be worth more than an actual ruble bill.
