    Is there ever a case for a special division enforcing traffic laws instead of general police? It could be a mostly automated system anyway.

    People break laws because they think they can get away with it.

    90% of people I see in the HOV are cheaters. If they wanted to they could easily up those numbers to 27,000+ per year.
