SSD and M2 can be used, if you get the right SSD, and ensure everything is setup properly. Even SSD doesn’t guarantee a lower power consumption than 2.5" spinning disk drives - it depends on the drives and usage patterns (mostly the drives). The self-hosting community discusses this quite a bit.
