Schools have been trying and failing to ban cell phones for like 20 years. If we could ban phones from school, we would have succeeded by now.

The best way to enforce this ban is to make sure all the teachers and staff have cell phones. At least that’s we in the US are doing. Or something like that.
The only way to stop a bad guy with a cell phone is a good guy with a cell phone. Or something like that.
