From what I’ve seen in coverage of the police stations created in the US by the Chinese government, non-registered people can be charged with aiding a foreign power, even if they didn’t otherwise commit a crime.

In my opinion any measures that fail to address the concerning amount of foreign ownership over our news media is missing the mountain for the molehill.
