It might be that nobody from your instance has subscribed to those communities yet, so you might need to force it it the search of your instance, and wait a couple of seconds and search again.
If you search with this format it will force your instance to get that info from the other instance: !community@instance

For what it’s worth, vlemmy.net is listed on federated instances on lemmy.ml.
How did you search for the community? In case you’re the first subscriber to “russia” on vlemmy, the community won’t be federated yet.
The correct syntax to add a community to your instance is searching
!community-name@instance
instead of using keyword search, so in your case use!russia@lemmy.ml
There might be a delay, but eventually it should work.

Yes, each instance can defederate if they want. Think of instances like countries, they can work together, or do their own thing.
For this reason, you might need another account on instances that have decided to separate from others.
