Actually I wouldn’t be surprised if he consider criminals as more “creative/efficient” in their solutions to problems. So the best people could easily mean criminals who haven’t been convicted (yet). There is quite a long list of Trump people who have been convicted.

I’ve heard it more than once speaking with police officers over repeat offenders that if they only put their ingenuity to break the law to good use, they could be doing alright, perhaps even better than most.

It’s also been said that cops in general are not very smart.

Most “repeat offenders” are in the career field they were trained for. There are few to no legitimate career in which the generational traumas of addiction, broken families, abuse and poverty can be monetized.

They get caught doing what their environments trained them to do, they participate in what the constitution defines as legal slavery, they get out and almost all those legitimate businesses have a policy that refuses to hire felons. The companies that do hire them are getting tax breaks for subsidies to hire you, so all your coworkers are the same felons who just got out of the klink themselves. They can’t unionize or speak out about their wages or their mandatory employment stipulations are in jeopardy. They aren’t going back to crime because they are stupid and stubborn and not wanting to go straight. They do it because they have bills to pay and the system is set up to ensure they do not pay those bills.

What cops tell themselves to help sleep at night is much different than what is happening.
