I already tried tiptoeing in soft slippers on carpet, but that hasn’t appeased him. I figure there’s nothing more I can do, so I’m just gonna walk around and they’re gonna continue retaliating?

    Report them to your landlord. You have just as much of a right to walk around your house as they do to pick a downstairs apartment.
