From the linked file, it sounds as if they’re working on a permanent solution, especially since the businesses in the area are supportive of it; however, this is Vancouver we’re talking about. I wouldn’t be surprised if this project was shelved in favour of “wHeRe ShOuLd I PaRk My CaR?”.

Based on their track record you’re absolutely right, this is almost certainly on the backburner, never to return.
I’ve lost all patience with this city’s complete inability to deliver the simplest of promises. I’m only judging them on what they actually accomplish, not what they say they will do one day maybe in the future.
With your experience and expertise, you should be working as a city planner.
Seriously, I’ll bet it has more to do with “this is how it was, and we have to restore it to its original look before we can decide what to make it going forward” because in government any other solution will draw legal challenges where this solution will only draw outrage. And the latter doesn’t cost legal money.
This is beyond parody. The city planners can’t even conceive of a space dedicated to people instead of cars. This isn’t rocket science.
