Yeah, this is what’s primarily happening. A third-party imports the chips to a random country for [perfectly valid use], then resells them to Russia at a markup. It’s one of the reasons you see more and more sanctions packages. Some of those are sanctioning perpetrators of industrial level sanctions evasion as described here.

The whiplash with Trump is awful. It’s a bit easier if you zoom out a bit, it is clear he is significantly less pro-Ukraine than Biden. But I think even Trump can’t decide if he is pro-Putin or not. I think part of it is Putin simply doesn’t want to kiss the ring, while Zelensky holds his ground, but does what is necessary to save his country and people.
