The obvious problem is that this is a “design concept” and not a scientific or engineering concept. And the designer has absolutely no inclination about energy budgets or thermodynamics.

It is my strong opinion that the only viable long term solution to global warming is solar shielding. Which I’m happy to discuss at length if there is interest. :)
