I believe you that you think every president since Wilson is a fascist, and the reason is that because your definition is so broad, it catches everyone.
But words have meaning, and if you want to effectively communicate with people, you have to use the ones they generally agree with. I recommend you find a different word to describe him, because “fascist” implies a whole lot of baggage that he simply doesn’t have.
