You can pirate without a VPN by the way :) There are other ways to pirate other than torrents.

Streaming and direct downloading (DDL). Neither of these will get you in trouble with your ISP

After typing a long answer and failing to post, I’ll make it short the second time around. Direct downloads are mostly fine, avoid uploading since that’s what they mostly care about. Torrenting is uploading too so not safe of you’re in a country that tries to scare you off with letters and whatnot.

Stay away from actual illegal stuff. Even if you’re not sharing and just downloading, openly snagging books on making bombs for example will attract attention. Governments usually won’t care if you snag a movie or a game, but they will care for an up and coming terrorist.

Direct downloads is one thing. In general, anything you don’t upload with. ISPs carw about uploading a whole lot more than downloading stuff. Of course, stay away from actual illegal stuff even if just downloading. IE, don’t download manuals on how to build bombs openly, I suppose, or other stuff I probably shouldn’t even mention according to the rules. Just use common sense. They might not hunt you down for snagging a movie or a game, but some things governments can’t just ignore.
