China has been slowly restricting access to these materials for a long time, at least years if not decades. They have a large enough population and therefor workforce to refine it into products themselves and sell the results for high profits.

Of course as a net result diplomacy breaks down with loss of trade for incentive, but their aggressive militaristic actions and election interference show they don’t give a fuck about that.
