Was he on a highway, or just rolling down a residential street next to his own house? Because the prior would warrant some sort of punishment, but the latter would be just cops being pricks.
The article states he was stopped on 2nd street, no mention of the highway. However, I don’t think driving a toy car high on meth without lights is advisable.
