Sounds like Taiwan/TSMC don’t see a better option considering the nature of the current US administration.
At any rate, any collaboration on semiconductor manufacturing is going to require many years of lead time and it’s not a given that the current US policies are permanent. Although I doubt any country would trust the US going forward irrespective of any future political development.
