Portland officials Friday said that the city could face a staggering budget gap of more than $100 million in the coming fiscal year, a figure substantially higher than previous forecasts.
Well yeah, when you spend a shit ton of money on crap and then never do it, but somehow the money got spent anyway, you tent to come up short. This is why I refuse to live or work in Oregon. That 10% just swims its way into some contractor’s pocket, or is spent on meetings that never end up producing anything.
Wasn’t there some big scandal a few years back about a big chunk going to some computer upgrades that just never happened or something, but the money was gone? My memory is foggy

Decades ago the DMV spent millions upgrading to OS2/Warp only to find out it didn’t work with their printers or other equipment.
There was some issue with City of Portland Water Bureau too.
The classic fiasco was the health care exchange bungled by Oracle, there were lawsuits over that one.
