Politico reported that these goats, 432 of them pregnant according to the press release, were likely exported to help “relieve North Korea’s food shortages.”

432 goats would feed Kim Jong Un for a week. It would do nothing to fix North Koreas food shortages as they are institutional in nature.
Like the old saying goes, you can lead ten goat to Kim. But it will only feed him for a day.
In ten years Best Korea will return Russia’s largess 100-fold. The offspring of these goats will feed the people for generations.
