The UK has introduced the Tobacco and Vapes Bill, aiming to make it illegal for future generations to buy cigarettes. The bill proposes gradually raising the minimum smoking age, so those born after January 1, 2009, will never be able to purchase tobacco legally.

If there was no profit motive (and there has to be if its a corp) then it would have to be structured as a mutual and the people moving the products would have to have a share in the ownership of the organisation, so a cooperative. The benefits of moving the products would be realised by the movers and it would have to have pure democratic structure.
