    Banning it in places makes total sense.

    Banning it outside places-- look, either ban smoking altogether or fuck off. It’s not an occasional thing like drinking. Either someone does it every day or they don’t do it ever. You can provide places for people to do it sensibly - or you’re just jerking them around. It’s like not providing a bathroom. Some folks in the vicinity will need it, and if you’re not reasonably guiding where it happens, it will still happen.

      You’re using the all or nothing way of thinking when there are degrees of doing things. Smoking should be discouraged enough as possible while slowly building up the pressure to quit.
