    I really don’t understand war. How do two fighting nations carry out peaceful negotiations for prisoner swaps while the war rages on?

      Some people are on the front lines fighting, some people are in the capitals sending messages back and forth.

      This is just mutually beneficial, that’s all. Both sides are desperate for manpower. Both sides get domestic credit for rescuing POWs.
