Reminds me of a crazy idea I had at the beginning of the conflict. Air drop single shot zip guns all over Russia. It arms dissidents/mobs but is of no use to the army. It could be quite de-stabilizing.

In WW2, the American OSS made single shot Liberator pistols and gave them all over occupied France to harass German forces. No idea how effective it was tho.
