In an undocumented change, Diablo 4's Patch 1.1.0 has introduced level requirements for World Tier 3 and 4.

Level 40 is required to get credit for completing the World Tier 3 Capstone Dungeon and that Level 60 is required to get credit for completing the World Tier 4 Capstone Dungeon.
