Okay, so someone’s private home (or even the public space immediately adjacent to a private home) is different from a more public place like a landfill. Even so, bad optics for the provincial gov’t … again …
Ah, okay. Yeah, different jurisdiction (and thus different police departments with slightly different operating rules) makes more sense in this context.

Jurisdiction here is city or RCMP, probably. Granted the RCMP are hired by the province to police, but still.
