From a scientific perspective, unless you have a significant medical condition such as some forms of phimosis, balanitis, cancer, etc., I’m pretty sure it’s considered unjustified mutilation and minor removal of function, usually done purely for cultural purpose. Doing it to a person without a recognized medical purpose or their informed consent seems like textbook abuse.
