IIRC the President has power over the navy to conduct essentially war acts for 30 days before congressional approval. Going after the constitutionality if this act is stupid. Focus on the anti-war angle.
I imagine some of the thinking has to do with setting precedent if Trump takes power next year, but once again the democrats are pretending like the rule of law matters
