Cats are some of the few pets that often demand to go outside and roam about on their own. Most don’t like leashes, it’s often overstimulating to them. And for the vast, vast majority of cats this isn’t a problem: they roam around the neighbourhood for a bit, maybe meet another cat or two, sleep somewhere and head back home for dinner. This shouldn’t be a problem, and isn’t one in the vast majority of the world.
If you think being outside of the home is so excessively dangerous by default, you need a reality check. Even the dogs in this story didn’t want to attack the cat, they had to be told to.
still could have been avoided by a responsible human being there …or by raising the cat to be on a leash. I’ve never owned a cat, that didn’t accept a harness and a leash.

if you can’t see your pet to make sure its ok while it’s outside for hours on end…you’re also a shit owner and should be banned from keeping animals…
