Looks like intestine from a large creature.
Orcas have been spotted in the Gulf of México. They will occasionally attack and disembowel Great White sharks to eat their livers. Could be related, temps in the Gulf are driving oxygen levels down which would make prey more lethargic and give air breathing whales an advantage.
