Sittwe is the largest city in Arakan, the only major city under control by the Junta in the state. A key passage from the report:

“The regime has reportedly amassed around 2,000 infantry and 1,000 naval troops in 10 warships to defend Sittwe. They are supported by Muslim militias and allied Arakan Liberation Party (ALP) troops.”

This further confirms previous reports that the junta had re-armed rohingya guerillas in the aftermath of losing much of the state to Arakan Army, and they are still cooperating to this day.
